Snapping without editor

Actualy, I would like to do this;

What I need actualy is that I want to snap on any closed point of polygon or polyline not just to the middle of edge and when I catch the closed then add a new point or something other. See above link for flex api.

is there any solution for Silverlight api?
One More question: Why Api3.1 is not include snapEdge prop.?
