Mixing Tiled and Dynamic Service Layers

On my development box - everything works great.  The tiled maps come in tiled and the scales are set.

On my production internet box - the tiled maps do not work, they are all dynamic.

What changed?  I'm using version 2.1, ArcGIS Server 9.3.1, Development is Windows 7, Server is Windows 2008.

Restarted the SOM and now it works.
