Edit - Well, color me embarrassed. Apparently when I installed version 10 on our new server I, gulp, forgot to install SP1.

I recently created some map services on a new server at a 3rd party site.
They are created from the same map documents and copies of data as the original map services.
When I was testing my application and pointing it to the new services I noticed my legends would not display. When I pointed the dynamic map services back to the original service the legends worked again.
After checking the REST services directory on each server I noticed that on the new server Legend was not listed as a capability. This is for all the services on the new server.
The old server lists like this for one of the services:
Service Description:
Map Name: Layers
Legend
All Layers and Tables
Layers:
Valves (0)
Fire Hydrants (1)
The new one like this:
Service Description:
Map Name: Layers
All Layers and Tables
Layers:
Valves (0)
Fire Hydrants (1)
For the life of me I can't remember if I did something on the original services to enable the Legends.
