Is there a way to 'anchor' a resizeable usercontrol to a location on the map?

Is there a way to 'anchor' the top left corner of a usercontrol on a feature layer, so, as the usercontrol changes size, the top left stays at a specific geographic point on the map?

Ok Ive got it using an Element Layer. But im still having the same problem when a usercontrol re-sizes(like to show a label when it is selected). Any suggestions?
