Is it a good idea to develop the web interface from scratch by using Silverlight?

Hi.

We are planning to install an brand new ArcGIS Server with a web interface made from scratch, so we are in the right moment to take the rightest decision.

Is it a good idea to develop it by using the Silverlight API? Will ESRI give support for this technology? And Microsoft?

Are JavaScript or Flex better solutions?

The short answer is that the 3 Web API's try to have comparable functionality and it really becomes a question on which technology your developers are comfortable using.
