How to enable WPF4 touch to activate Maptips?

Thanks. Question as title.

With reference to this post, I would also like to have a custom map tip. I would require a map tip to be able to close via a close button. Follow along the map when the user pans and zoom. And also to open multiple map tips at the same time.
