FeatureLayer OnDemand mode

Setting the MinimumResolution and MaximumResolution properties modifies the visibility of the layer, but has no effect on whether the service is actually queried.  Is there a way to disable querying the REST endpoint when the FeatureLayer is not visible in OnDemand mode?
