Extract information from a layer

I found a map layer that I'm interested in http://www.arcgis.com/home/item.html?id=9916d6179a294f599c4979d418529c52

I would like to extract the "regions" and draw them as shapes in my project, is this possible? 
This app will run in a location where I can't get to outside resources, and i need to change the colors.  
I hope this question makes sense, I'm quite new to ArcGis.

I found some shp,metadata,map,kmz files of the data I want, but I have no idea how to get it onto my map

Figured out how to get the kmz data onto the map and used GoogleEarth to edit the kmz data and change the colors.  But now I am having a problem with the ArcGis control not showing some mappoints that are in the kmz file.
