Does ESRI Silverlight/WPF API(3.0) support application to work offline???

Does ESRI Silverlight/WPF API(3.0) support application to work offline (not connected to the internet)? Can we build any application using  ESRI Silverlight/WPF API(3.0) which works offline in locked down facilities or where the internet speed is poor.We want our application to work online when situation/connectivity is normal.

Any pointer to any documentation on this will be really helpfull.

The new ArcGIS Runtime SDK for WPF supports disconnect scenarios.
