I have a problem with cached  'ArcGISTiledMapServiceLayer'
I put a cache layer Road (PNG32).
layer appears normal, but when I zoom level of the tiles do not disappear[ATTACH=CONFIG]19934[/ATTACH]

If your ArcGIS server is on public domain, maybe you can share its URL with us.So, that we actually can see what the problem is.
