Are you referring to the oblique (Birds Eye) image that can be found on the Bing.com/maps website? I don't think this is offered as a free service from the basemaps you can use in ArcGIS. The only basemaps from Bing offered I believe are straight orthophotos.
I believe you can purchase the oblique (Birds Eye) photos from terraserver or other vendors.
