3.2: Project templates not appearing in Setup

I'm trying to install the API for Silverlight 3.2 and the project template options are not showing up in the setup dialog. I have Visual Studio 2010 Pro and 2012 Express for Web installed. What's wrong?

Installing VS 2012 update 4 enabled project templates for VS 2010 but not VS 2012. Is it because VS 2012 is the Express for Web edition?
