Strange characters in Portuguese Language

Hi,

I am developing a site using ArcGis Server 9.3.1, MS SQL Server 2005 and Flex 3.

My language is Portuguese, and I used some special characters like áâçã and so on. But when I access the attributes inside the application appear strong characters. For example, the word Araçatuba appear Ara??$tuba.

Does anyone help me? I tried a lot of things.
