How to add Bing Maps for the Flex API

I am trying to follow the example: http://resources.esri.com/help/9.3/arcgisserver/apis/flex/help/Default_Left.htm#CSHID=ve_gettingstar...

But inside of the ArcGIS Server Administrator, I do not see any 'Account for Bing Maps'.  All I see Under Services - Settings is 'GIS Server account for Web Services'.  I am using ArcGIS Server Version: 9.3.1.1850

Is there something I am missing or have not installed?  Has anyone done this before?

Are you using Java or .NET?  Those instructions are for .NET ...

I am using .net, however I discovered the issue is that I have 9.3 with SP1, and not version 9.3.1 which is apparently different.  I am going to install it and I think that should resolve my issue
