Husham,

You don't need ArcGIS Server to host a flex application it can be hosted on your existing web server. What you do need ArcGIS Server for is if you want to publish your own data to display in the flex application. If you have public access to your site (i.e. your on the internet) you can use services from ArcGIS.com and you could always upload your own data to ArcGIS online and serve it from there (Free for small datasets, not sure on pricing if you want to upload more).

Regards

Anthony
