Graticule Service

Does anyone know of any public services (ESRI or otherwise), that would serve a multi-scale graticule layer to use with the Flex API (1.3)? Could be WMS or AGS Map Service, either way.

Or...perhaps a sneaky way to easily set one up in AGS? We're still on 9.3.1.

Is there a way to have the latitude label boxes align on the left side of the map, as opposed to the right?

Couldn't find a property for this.
