Flexviewer navigation widget <rolloutalpha>

What is the proper code to change the alpha value for rolloutalpha in NavigationWidget.xml.
I have tried.
<rolloutalpha alpha = "0.5" />

This did not work it makes the navigation completely invisible until it is hovered over. Once hovered over it stays visible.
