Create New Application in Arcgis 9.3.1 flex apis using sample flex viewer

Dear All,

I have to create an application using flex. I have couple of questions. I have never worked on flex
1. Can I start with sample flex viewer.
2. Is the code is written using best practices flex.
3. Is there any performance loophole in Sample flex viewer.
