Address Locator returns all candidates regardless of set minimum scores

Has anyone else noticed this when working with a published Dual Ranges address locator? I have set for the min candidate and score of number of 85. Yet the published locator service not only returns candidates with scores below the minimum but also the lowest candidate score is returned first.

   Look at what Service pack 2 addresses, it seems like I remember something about this being fixed with SP2.
