Who is using what license, how long, and how often?

Is there a way to track this information and easily access it?

• Who is using which ArcGIS for Desktop Concurrent License?
• How long are certain people using an ArcGIS for Desktop Concurrent License?
• Generate a list of ArcGIS for Desktop Concurrent License users and how often they use the software?

We have ArcGIS for Desktop Concurrent Licenses installed on 80 different PCs. It would be nice to be able to track this sort of information. 

Is this possible? how would it be done?

Another question: What about tracking who and how long and what is being accessed on a WebMap built with ArcGIS WebApp Builder Developer Edition and using the Local Layer Widget to host all services local (not AGOL). Is there something out there that can do this?
