3D Line from Azimuth and Angle from Horizon?

Is there any tool that will directly create a 3 dimensional line from one X,Y,Z point, North azimuth, angle off of the horizon and length?

I am trying to quickly assess the visibility of a satellite from one location in relation to DEMs and buildings.
