The biggest pain I experience with ArcGIS Pro is how slow it is to browse both local folders, network drives, and UNC paths. Its often 60 seconds or more between each folder. It can take 3-4 minutes sometimes just to browse to a directory.

Just rebooted my computer, opened ArcGIS Pro, navigated to the folder I was trying to reach before - instantaneous this time! Maybe it was because I had 3 other instances of ArcGIS Pro open before?
I don't think it's a VPN issue. I have the same issue both on my laptop and my desktop accessing local paths - both solid machines. Very frustrating. Doesn't happen all the time. Closing ArcPro and re-opening sometimes helps. It's been going on for as long as I can remember (over a year). Access through windows explorer is always instantaneous. No issues with ArcMap either.
This has been driving me crazy for a while. It's somehow related (at least in my case) to disconnected network resources. Even if I'm browsing a local folder (with indexing turned off) and a disconnected network drive, I experience this slow down. It can easily take 30 seconds to browse the contents of a folder on my desktop. It still routinely takes 5-6 seconds when I'm connected to my office VPN, and is reasonably fast when I'm at the office. Bottom line is I think arcpro is trying to scan all of the network resources you have, and if one is unavailable (or if there are a lot of them), it wastes an inordinate amount of time scanning them for some reason.
I also have this issue running Arc Pro on a machine at the office. We have multiple network drives and if data is not copied to my local 'C' drive it will take often over an hour to open a document. Has anyone found a solution?
update 2: restarted computer, opened arcpro, indexing still off, now back to taking 1 to 2 minutes. Also, if I click on a project sub-folder in the network directory before Pro finishes populating the entire list of 2,000 sub-folders, the sub-folder I click on is empty, even though it is not really empty. very frustrating waste of my productive time.
update: turned off indexing in options and now instead of 1 to 2 minutes, it is more like 1 to 2 seconds. Thanks for the tip in this post.
I also have this issue. ArcGIS pro 2.4.0. Add data from a network folder that contains about 2,000 project sub-folders takes 1 to 2 minutes to load the entire list of folders before I can enter deeper in a folder to load GIS data. ArcMap always had a similar behavior, but it was more like 15 to 20 seconds, not minutes. Same as screen GIF above, I can access these network folders in windows explorer with less than 1 second to populate the 2,000 sub-folders. I have a brand new high end workstation, and we are running Symantec endpoint protection.
We're experiencing the same issue and we're not running over a VPN. Perfectly fine browsing network paths, local drives etc. in File Explorer but in ArcGIS Pro there's a significant delay which seems relative to the amount of data/no. of folders in the file path.
If it's due to Windows Defender or some other scanning software then it would seem odd that Pro is dramatically more impacted than any other method/software which enables users to browse files.
I'd encourage everyone in this thread experiencing this issue to log a case with tech support, as performance issues are universally not solvable via GN. Let's make 2.5 the "Fix all the Performance Bugs" release! Get those cases logged!
You might be encountering #BUG-000118068 ArcGIS Pro projects stored in the My Documents folder hosted on a network file share with an offline feature service takes up to 20 minutes to open.
I have the same problem - Windows Explorer browses folders / files at expected speed. ArcGIS Pro is so slow I end up having to enter the full path in at the top of the dialog and even then it is slow to show what is in that folder.
I remember when ArcGIS Desktop first came out, it tried to use different icons for folders that contained spatial data, and was also very slow to navigate folders because of this pre-emptive looking and setting the right icon. I wonder if ArcGIS Pro is also doing the same / similar thing?
Local (hard drive) folders are OK in ArcGIS Pro - network folders very slow, particularly on the VPN (Cisco AnyConnect Secure mobility Client). ArcMap / ArcCatalog is OK over the VPN.

This might be unrelated to your problem, but I found out that the more you have in your GP tool history, the longer opening and saving files in Pro is. Like a major-big-time slow-down.I clean out my history folder always now. I have not tested this in recent versions of Pro, but I might try testing it again. That might be fixed now.

So the slowness is only happening via VPN?I know that the communication of the clients is different between ArcMap and ArcGIS Pro. When I say communication I meant the # & type of calls made for an action (i.e. pan/zoom, add data, calculation, GP tool, etc.) That could just be the issue for the slowness is the amount of data being requested and the path that it needs to take via the VPN.
I was working remotely with a VPN - its fine in the office, but remote its unusable. Doesn't seem to be the case with Desktop though.
Thanks Kory. I'll try to disable indexing, but as of now the speed of my data connections has made pro almost unusable. I am connecting to a geodatabase over a network. Its taking forever to do anything. Copying a small file between two databases took me about 30 minutes. A spatial join for 1000 features took about the same time.

Machine specs are solid - Dual Xeon processeors (20 core total), 256GB of RAM, 1TB SSD. Is there an ArcGIS Index or is it relying on Windows indexing?
Would need more details about your workstation: Type of hard drive, processor, ram. I see a lot of difference in Pro "Browse" performance on older or less capable workstations, when we started spec'ing GIS workstation with the Dell Class 40/50 NVMe drives, the "look for stuff" performance increased, but is no where near the performance of Arc Catalog. Your indexing options might help to. But in terms of best advice, your situation seems extreme, and the best advice I have, based on experience (with many successful outcomes), is to call tech support on this one.
Probably should have phrased this as a question. Does anyone have any advice?
