collaborate setting fail to save

 When I click the Collaborate setting open to public, then I can't save this operation, and shows:

Here are some reasons this may occur

• You have modified the survey content in ArcGIS Online (moved, renamed, changed ownership of or otherwise broken the Survey123 website's ability to interact with the survey layers)
• Your ArcGIS Online administrator has disabled sharing content publicly. See here:
  • https://doc.arcgis.com/en/arcgis-online/manage-data/manage-editing-hfl.htm#ESRI_SECTION2_82D598D7970A4A97923EED07CEB4A6A2
• Your ArcGIS Online role does not allow for sharing content publicly
• The layer has not been approved for public data collection (though I'm not sure this would prevent Survey123)

Can you try:

• Sign into ArcGIS Online
• Open the Survey123 folder. Is the form and layers there?
• Can you share the form and data collection view publicly from here (this is effectively public collaboration)?
