I found an older question where a user made a list question that depended on the answer to the previous question. So, select_one [list_name] and this was the selection that determined the list for the next question. This was by using the "choice_filter" column in the survey sheet and then adding the column with that name in order to create the next list. What am I doing wrong?

Survey 123 is very syntax focused. I believe you may need to add some curly brackets to your choice filter value to be Division=${Division}. This Youtube video is also incredibly helpful! The 'choice_filter' column: implementing cascading selects - YouTube
