Does AGOL use the equivalent of Archiving functionality in geodatabases?

ArcGIS Online feature layers have this option: "Keep track of changes to the data (add, update, delete features)."

Is that functionality essentially the same as Archiving in file geodatabases, enterprise geodatabases, and mobile geodatabases?

You may be thinking of versioning, which is available in ArcGIS Enterprise. You might find this post helpful.
