Utility Network is allowing mainline split without a device - "Validate" should give an error

I am using a simplified Sewer Utility Network very similar to the "Essential" model in the new ESRI Sewer download. I have an Edge-Junction-Edge rules that a Control Valve can connect 2 Gravity Mains. If I place a Control Valve without splitting the line, Validation gives an error, which is the behavior I want. But if I split a mainline without placing any Device at the split - and run the UN Validation, it does not give an error. I tried using a "New Unnecessary Nodes" Constraint Attribute Rule, since the 2 resulting features will have the same attributes except for Calculated Length, but Validate still said it was fine. So far I haven't used "Terminal Configurations" in my UN. Do I need to use those in order to enforce a rule that you can't just split a mainline in the middle? Thanks for any assistance.

Based on other posts, it sounds like this is the expected behavior for the Utility Network since the Asset Group and Asset Type of the 2 lines are the same. A "System Junction" is created at the intersection. So I need to figure out another way to enforce the behavior I want - it's not built into the UN. I'm not very familiar with Arcade, but there may be a way to create a Constraint Rule to do the same function. I've tried a few of the "Ready to Use Rules" but without success.

The only reason to split a mainline would be to place a manhole or valve there. Rather than rely on the editor to follow through with that, I would like it to identify that just splitting a mainline and leaving it like that is not valid. Under the geometric network, it automatically generated a "Network Junction" to indicate the loss of connectivity. I'm looking for something similar here. Thanks.

Why would you expect from OOTB behavior that splitting a line should be flagged as an error after running Validate Topology? (I just do not know what your use case requires.)
