Based on discussions within the ArcGIS Community (Does or will Video Server support 360 videos? - Esri Community), I propose that ArcGIS Video Server support video-as-a-service published from 360° videos.
Here is another way to seamlessly integrate 360° videos into ArcGIS Online or Enterprise. Whether stored locally or in the cloud, it's compatible with any media player you prefer. More info here: https://www.nodeology.net/vidgeo-for-arcgis/.
