Create Hosted Imagery Layer Failing

I have been trying to use the Create Hosted Imagery Layer in ArcGIS Pro to share a simple CRF file to my organization. I have the ArcGIS Image for Online license and my ArcGIS Pro version is 3.1.3.

I have read about the bug here - https://support.esri.com/en-us/bug/the-create-hosted-imagery-layer-wizard-in-arcgis-pro-fa-bug-000159411

But as implied it does not appear to be fixed in my current version. Does any one have any updates or insight on what I might be doing wrong? No message is given except it "failed".
