ArcGIS World Geocoding Service

How do we have new streets/addresses added to the service? We are currently using using the service in our public application for our residents to submit issues which will then generate service requests in our WO system but the service will not recognize new streets or addresses - even though the new streets are visible in the ESRI basemap. ...
