In larger organisations, tasks and workflows in the context of utility network are carried out by different people/accounts in different departments.
At a high level, the following areas can be distinguished:
1. Database administration,
done by DBA with an DB-Tool
2. Data modelling, validation, versioning control and performing overwrites,
done by an UN-expert in ArcGIS Pro
3. Publishing of services (also UN-specific services),
done by ArcGIS Enterprise expert or operations manager with ArcGIS Pro and ArcGIS Enterprise
4. Using and consuming UN-services,
done by GIS user via web applications
An organisational separation of area 2 and 3 is difficult, because some tasks can anly by done by the UN Owner, for example
- Publishing a webmap
- Export data as asset package
- Disable Network Topology
- Add Rule
By default, the person who imports the UN into the enterprise geodatabase is designated as the data owner (UN expert in Area 2). It is not possible to perform step 4 with a different user/department without transferring data ownership. It is not practical to change the ownership back and forth in this process.
Another technical option should be available for this.
It would be better to allow multiple accounts to perform certain processes and workflows with a UN.
