Utilities and Pipeline Data Model (UPDM) has a Pipe Crossing feature class with subtypes as below:

Typically, river crossing is modeled as a Topographic crossing with further classification using 'CrossingFeatureType' field. The Pipe Crossing feature class may be customized to meet specific requirements. The feature is typically managed as an LRS event using ArcGIS Pipeline Referencing (APR) tools.
