ArcGIS Pro 3.3 から ArcGIS Enterprise 11.3 へエンタープライズ ジオデータベース内の電力ユーティリティ ネットワークを公開しようとしています。ウェブ レイヤーを公開する際に、バージョン管理と共に検証機能が見つかりません。
Naperville 地域向けの ArcGIS ソリューションから Electric UN サンプル データを使用しています。

Look at the section "Publishing Feature Services" in the blog, Best Practices: Understanding the Differences Between Utility Network Maps
It calls out the layers you need to include in your publishing map along with the other requirements to display the Validation capability.

Thanks for sharing this question, Jessica — that’s a common issue when publishing the Electric Utility Network. As Mike mentioned, make sure your map includes all required layers (including the system and domain networks) before publishing. Also confirm that your Utility Network Service Capabilities in ArcGIS Enterprise are configured to support Validation — it won’t appear if the dataset or portal connection doesn’t meet those requirements.
