Fix the pagination issue with resultRecordCount and resultOffset

How about a fix for this bug:

Everywhere I've seen it come up ESRI says they are supporting a legacy product. How about fixing it and flagging it for the legacy?

If this were fixed we could add these map service datasets to a custom mapping application.
