Trouble authorizing ArcGIS 9.3 on windows 7

I am having trouble re-authorizing ArcGIS 9.3 after updating my computer system. I can run through all of the registration pages and when I get to the final screen I get the error below:

Is this because ArcGIS 9.3 is no longer supported?

Is there any way I can put this system on my computer without buying the new version?
