ArcGIS DataStore (relational, HA) CLI Tool: promote standby to primary

There is no CLI tool to tun on the standby relational datastore to make it primary. I propose to add such a tool.
As admin I regularly have to manage the deployment without WebUI.
A tool like this would allow for easier switches between Primary and Standby role for relational datastores in HA deployments.
