ArcGIS Portal - User Defined Views/Bookmarks

Is there any way that ArcGIS Portal can be configured to allow end users to create their own user defined views? This would be similar to a bookmark but in addition a user could zoom to a location and switch layers on/off as required and those on/off layers would be remembered as well as the location with the bookmark. So the User Defined Views/Bookmarks would override the standard on/off display settings for a particular WebApp.
