Annotation tool - batch operation - show same context menu for multiselection

Please show the same context menu for annotation for a multiselection as is shown for a single selection. It is quite tedious to do the same operation feature by feature, and a bit unintuitive compared to other areas in the application and other programs.

Hi @wayfaringrob I think this may have initially been a separate idea that we merged with https://community.esri.com/t5/arcgis-pro-ideas/add-the-ability-to-move-multiple-annotations-in/idi-p/939194 at one point. While we are making progress on that idea (targeting Pro 3.4) we're breaking this out again as we'll need to phase the work. This should work better for tracking.
