Is it possible to register an Experience Builder app to Portal without using developer tools?

I would like to register an Experience Builder following the instructions in the documentation here:

Add items—Portal for ArcGIS | Documentation for ArcGIS Enterprise

However this is only possible for web apps and upon research, Experience Builder requires the developer edition in order to register.

Is there a way to do this without using the developer version? Thanks!
