XY provider for arcgis enterprise portal map and scene

I have an arcgis enterprise , in offline portal I was trying to locate a location using X-Y coordinates but it show no result. Like in Arcgis Earth we have XY Provider to find location using XY coordinates (Lat and Long). How can I search or find a location using XY coordinates (Lat and Long) in offline map and scene portal.
