Is there a way to have the date wheel scroll beyond 1945 and stop at 2020? Any input is appreciated.

It's currently not possible to customize the date control. As an alternative, you may be able to specify a text field with a 'mm-dd-yyyy' type pattern enforced and set the bind::Esri:fieldType to date. There is an enhancement, ENH-000116712, open to allow for more customizability of the control.
