Operational vector tile layer-- legend?

I want to use a vector tile layer as an operational layer to lay over a basemap.  I'm choosing vector tiles because the layer has thousands of polygons which would load very slowly as a feature layer.  Problem is, I can't figure out how to add a legend for the vector tiles.  Is there a workaround for this?  Using version 3.19
