I was getting allow -origin header errors when i tried to access the https://Survey123.arcgis.com?PortalUrl=<Portal Url>.

ArcGIS Enterprise 11.5 with IWA Identity. Could you please suggest on this

I tried to add it to domain list and did not work.

Did you try adding https://Survey123.arcgis.com to the "Allowed Origins" list?
Portal for ArcGIS -> Organization -> Settings -> Security
