ESRI's JS API includes the VectorTileLayer Class. Will this be used in the next version of WAB Developer Edition, specifically the Basemap Widget?

The answer is no. WAB Dev does not provide support for Vector Tile Basemaps in the Basemap Widget @ version 2.0.
Any update Jianxia Song? Will vector tile basemaps be available in the Basemap Gallery Widget at a future release?
