Unable to Login to ArcGIS Server Manager or Secure Rest Services after Federating with ArcGIS Portal

To briefly summarize our issue, after federating our ArcGIS Server (10.9.1) with our on-premise enterprise portal we are unable to access the ArcGIS Server Manager, or Secure REST services.

f I try to login to ArcGIS Server Manager I am presented with the server login screen but am never able to authenticate (sits at Please wait....)

If I try to login to the REST endpoint, the URL I can see in the browser developer tools is something like https://servername/arcgis/login?ReturnUrl=https://servername/arcgis/rest/services, which seems to just loop back to itself briefly..

Any insights or assistance on this matter would be greatly apprectiated!

To anyone else whom may find themselves in this situation; working with ESRI Support we Unfederated Server and Federated again, restarted the ArcGIS Server Service, and am now able to authenticate into the ArcGIS Server Manager and REST Secure Services.

@JoshuaMurphy are you specifying the web adaptor URL for ArcGIS Server Manager (i.e. https://ags.domain.com/server/manager)? I've seen this occur sometimes when trying to access Server Manager through port 6443.

Yes, I am specifying the web adaptor URL for the ArcGIS Server Manager; though I am also unable to login trying to access directly through port 6443, and even as localhost on the ArcGIS Server itself after federation..

Try clearing your browser's cache and attempt again. Also, try signing into Portal in a web browser. Then in the same web browser, open a tab and try signing into ArcGIS Server Manager.
