how add a scale bar in layout of Local Scene

Question

i made a local scene and i need export it's layout as a normal map, but i found i couldn't add a turely scale bar, there are no frames for a scale bar. i think it is strange, because we can see the scale bar in the Google Earth which also is a 3D map.

In ArcGIS Pro, elements like Scale-Bar is linked to Map frames. You can't use it for the 3D frames. Here is a workaround from @TomBole .
