Scale dependant editing for feature services

It would be useful to be able to link editing capabilities for a feature service to a scale range. The idea is that you would have fine grained control, so that you could say that "create features" capability is enabled at large scales but not at smaller scales. Edit attributes could be enabled at all scales, etc....

This would help maintain better data integrity with our web maps. Often users digitize features at too small of a scale to achieve accurate results. Training only goes so far. Better to enforce this as part of the service config.

Note, that scale dependancy for visibility does not apply to edits. You can edit a feature service that is not visible at the current scale. At least you can create a new feature....
