Add another type of version in ArcSDE

When you are working ArcSDE and use versions to isolate your edits there are three types of version (Public , protected and private), if you decide to migrate your edits to target version need to make Reconsile and post with target version, to get the capability to post the edits to target version the target version must be public version or it done by ArcSDE Administartor user .
If the target version public this mean that anyone can go though this version and make start editing and make any edits he want , Also if the target version is protected and it will be switch it to public when we need to post the job this is not valuable , Also Iam not agree that ArcSDE administrator make Reconsile and post bu himself espicially in large organization.
So my Idea to produce new type of version that have the following characteristics:
1) it prevent any user to go though it and make start editing expect ArcSDE Administrator
2)It allow for all child versions to post edits on it
