Need help associating PDF with icon

About widget ("i" icon) : I want to click on "i" icon picture so that automatically get the pdf file. I don't have any examples. I don't know how to create that using javascript or jquery. Please help me to solve the problem. See example of URL address is : http://gis.hamiltoncounty.in.gov/mapviewer/index.html

{note: does not mention using Web AppBuilder Custom Widgets but I'll tag here anyway)
