Seeking ideas for tile package legends

Greetings,

I have created a few tile packages from raster images, notably a vegetation classification, and want to include in a map package for use in explorer. The tile package method does not appear to support legends in explorer and I am wondering what folks have done to work around this limitation? I am considering making a dummy vector layer that includes all the vegetation classes and symbology of the .tpk and including that in the map package. Other approaches that are less clunky?

I experimented with creating a vector layer just to include the symbology for the raster and it works OK, but the legend item descriptions are too long to see them in the legend using explorer... so there is another issue to overcome. Can I control how the legend items display so that the text wraps, or something, so the user can see the full item description?
