THE LAYER (LAYER NAME) CANNOT BE ADDED TO THE MAP"

Question

each time I complete the ArcGIS Server installation, it always result that the published service display is on the hosted server and when I login to any client machine within the same network even with the same credential, it always display error thus, "THE LAYER (LAYER NAME) CANNOT BE ADDED TO THE MAP".
